Use this link for development review & special study submittals.

A pre-submittal meeting (concept meeting) is required before an application can be submitted. Petitions will not be accepted if a pre-submittal meeting has not been held or if the submittal meeting has been held more than 8 weeks prior to the submittal. 

Thank you for making a digital submittal to the Town of Holly Springs FTP site. All information required as part of your application must be submitted in PDF format by 4 p.m. on the submittal day. 

Please submit the PDF as one file containing the complete submittal (i.e. transmittal cover page, applications, plans, maps, etc.), and name the file with the project name and date. Please upload the special study separately from the development plan.

Failure to follow these guidelines will result in rejection as an incomplete submittal and it will not enter the review cycle.    

You will be contacted regarding the required payment once all items submitted have been reviewed. Payment must be remitted per the instructions provided prior to receiving any comments or approvals.

Civil Construction Drawing, Flood Study Submittals & Encroachments

Use this link for civil construction drawings, Flood Study submittals and encroachments.

Thank you for making a digital submittal to the Town of Holly Springs FTP site. All required information as part of your application must be submitted by 12 p.m. on the submittal day. 

Please submit each document (i.e. transmittal cover page, completed fee sheet, applications, maps, flood study, combined plans pdf, etc.) separately or in a zipfile with name the project name and document type. Multiple submittals must be uploaded separately following the same guidelines.

Failure to follow these guidelines will result in rejection as an incomplete submittal and it will not enter the review cycle.  

You will be contacted regarding the required payment once the fee sheet and other items submitted have been reviewed. Payment must be remitted per the instructions provided prior to receiving any comments or approvals. Please make sure your fee sheet includes the project name, contact name, email and phone number of payee.
