Project Timeline

Discovery (October-December 2022)

The initial phase consisted of a lot of research. The project consultants studied everything from census data to traffic flows to what kinds of trees grow best in Holly Springs. The history of Holly Springs was studied, as well as social, environmental, and economic conditions. During this time, the first community workshop was held, in addition to meetings with elected officials, advisory committee members, and stakeholders. Analysis & Concept Development (January-March 2023)

All the information collected during the discovery phase was analyzed. The consultant made maps and diagrams to help understand the built and natural environment. During this time, the second community workshop was held, in which the consultant presented three (3) draft ideas for the Village District and gauged the preferences of elected officials, advisory committee members, stakeholders, and the public. 

Refining the Concept (April-August 2023)

Once existing conditions were understood, the consultant drafted a master plan that included land use (e.g. residential, commercial, recreational, etc.), character and aesthetics, parks and open spaces, and multi-modal transportation (cars, buses, bikes, and more). During this time, the third and final community workshop was held. Meetings with elected officials, advisory committee members, and stakeholders also occurred.

Drafting the Plan (September-October 2023)

After the final community workshop was held, the consultant set about drafting the plan document itself. The document accounted for all of the community engagement events which informed the plan's content along with the existing conditions information. The main body of the document included a set of goals, insight on how the consultant arrived at those goals, and an explanation of how the goals will be achieved. The goals and recommendations were accompanied an Action Plan and Implementation Matrix that breaks each goal into Near-Term, Medium-Term, and Long-Term time horizons based on how quickly each goal can be tackled.

Getting the Plan Approved (November-December 2023)

Once a completed draft plan was created, Town staff published a link to the document on this webpage for 30 days to solicit public comments. Staff compiled a list of public comments that were included in the Planning Board and Town Council packets when the document was presented for approval. The Planning Board unanimously recommended adoption of the document in November and the Town Council unanimously adopted the document in December.
