Opening or Expanding a Business in Holly Springs

Determine Zoning Compliance
Required for constructing a new building, renovating or expanding in an existing building, leasing in a new space, and opening a home-based business.
Contact Development Services to determine if your proposed business currently is allowed in the area you'd like to open or if a rezoning or special exception use is needed.
If you are expanding, renovating or moving into an existing space, Town staff will determine if your site is zoned to accommodate the use or expansion and also will determine if your use or expansion requires an amendment to an existing development plan to show required additional parking, landscaping, façade treatments or other site improvements.
If your business is allowed in an existing building, proceed to Step 5.
Site Evaluation
Required for constructing a new building; might be required for renovating or expanding in an existing building, opening a home-based business. Not applicable for leasing in a new space.
Perform a site evaluation to determine if additional utility service, special assessments or municipal improvements will be required. For assistance with this step, contact the Development Services. These topics will need to be addressed on your development plan.
Development Plan/ Special Exception Use
Required for constructing a new building; might be required for renovating or expanding in an existing building. Not applicable for leasing in a new space or opening a home-based business.
Schedule a concept plan review meeting through the Development Services. During this meeting, you will meet with various departments who will guide you through the development petition process. It is strongly recommended that you retain the services of a licensed engineer, landscape architect or other professional to prepare the specific plans. Upon submitting a complete development petition, expect approximately 60 to 90 days for a review and a decision from the Town Council.
Construction Drawings and Grading / Erosion Control Plans
Required for constructing a new building; might be required for renovating or expanding in an existing building. Not applicable for leasing in a new space or opening a home-based business.
After gaining approval of your development plan from the Town Council, submit construction drawings and grading / erosion control plans to the Development Services for review and approval. These plans must be approved by a licensed engineer. Expect approximately 45 to 60 days from when you submit to gaining final approval.
Building Permits
Required for constructing a new building and renovating or expanding in an existing building. Might be required for leasing in a new space. Not applicable for opening a home-based business.
Submit building plans to the Development Services for review and approval. Building plans must be completed by a licensed engineer. Expect approximately two to five weeks for the town to issue the permit for you to begin construction; the time frame depends on the type of permit required. Throughout the building process, a building inspector will conduct periodic inspections to ensure compliance with state building codes. An inspection of life safety systems (fire alarms, cooking systems, etc.) must be obtained for all commercial projects prior to opening the business. A fire inspection must be completed within 30 days after your business opens. Subsequent fire inspections must be completed according to a mandatory schedule. Schedule these inspections by contacting the Code Enforcement Department.
Obtaining the Certificate of Occupancy (CO)
Required for constructing a new building, renovating or expanding in an existing building, and leasing in a new space. Might be required for opening a home-based business.
In general, a certificate of occupancy will be issued when all standards and regulations applicable to your business are obtained and approved by the appropriate departments. Final inspections are required by the Development Services and Fire departments.

You are ready to open your business. Ribbon cuttings and grand openings can be arranged with the Holly Springs Chamber of Commerce. With proper permits, the town allows for additional temporary signs during your grand opening. Contact the Development Services for more information.
