Rates
Rates cover the cost incurred to provide service to the valued customers of the Town of Holly Springs. The rates shown below are effective Aug. 1, 2025.
Water
Monthly rates consist of the monthly access fee (based on meter size), plus water usage.
- Most homes use a 3/4" meter size.
- Multi-unit dwellings are charged the 3/4" meter access fee per unit.
- The Town of Holly Springs uses a tiered water rate structure to encourage efficient water usage.

Sewer
Monthly rates consist of the monthly access fee plus usage. Sewer charges are billed at a standard flat rate to all customers. For multi-unit dwellings, the monthly access fee is charged per meter/per unit.

Additional Information About Water and Sewer Rates
- Access fees are charged monthly; the fees are not prorated.
- The rates listed above are per 1,000 gallons. For example, if you use 1,000 gallons of water in a billing cycle, you will be charged $6.12 for the water and $8.38 for the wastewater in addition to the monthly access fees for both services.
- For customers outside Holly Springs Town limits, rates and service charges are doubled.

Sanitation
- Garbage: $10.22 per month
- Recycling: $4.16 per month
- Yard Waste: $7.50 per month
Stormwater
- Residents pay a flat fee of $5.20 per month.
- Businesses pay a fee directly related to how much impervious surface they occupy. More information about stormwater fees.
Late Payment & Cut-Off Status Fee
All utility bills not paid by the due date will be assessed a $10 late charge. Bills remaining unpaid at the time of the next billing cycle are subject to being disconnected, and payment of a $35 cut-off status fee will be required to restore service. Information on requesting a payment extension.
